Barbados's House of Assembly passed the Immigration Bill, 2026 and the companion Barbados Citizenship Bill, 2026 on 27 October 2026, writing an investment route to permanent residence into statute for the first time. The barbados investment immigration path is only halfway through the parliamentary process: both bills went to the Senate, where notice was given on 29 October. As of early November neither is law, and neither is in force.
What the new barbados investment immigration route looks like
Barbados has never run an investor citizenship or investor residency programme. Foreigners who wanted to stay long term relied on work permits, spouse status or the Welcome Stamp remote-work visa. The bills change that shape: investment no longer buys nationality directly, it buys permanent residence first, with citizenship following on a residence clock.
The politics are explicit. Home Affairs Minister Gregory Nicholls told the House repeatedly that the bill does not sell passports and does not create a backdoor, and that citizenship remains governed by the Constitution and the Citizenship Act. Barbados wants capital and people, but not the label its neighbours carry.
This bill does not create the sale of citizenship. This bill does not sell passports.
BDS$5 million, or points instead
Section 10 of the Immigration Bill lets a foreign national apply for permanent residence after making a qualifying investment of at least BDS$5 million in an approved national development project. The bill says only "dollars"; at the fixed 2:1 peg that is about US$2.5 million.
Projects are designated by ministerial order and must serve a public purpose and contribute to national development. The definition is broad, covering a programme, fund, undertaking, asset or other initiative, so pooled vehicles could qualify. Nicholls named water reclamation and sewage treatment, healthcare, education, housing, renewable energy, infrastructure, technology, agriculture and tourism as priority areas. No list exists yet; it comes after the law is in force.
The second route is a points system for investors below the BDS$5 million line. The default requirement is five years of continuous lawful residence. An applicant with at least 180 days in Barbados over the previous three years can top up the shortfall with points, each worth six months. National development projects earn two points from BDS$1 million, rising to eight just below BDS$5 million; designated private businesses earn one point per BDS$1 million, capped at eight. Being under 50 adds three points, Barbadian descent three more, and diplomatic or international service ten. On that schedule, IMI Daily calculates that an investor under 50 who commits BDS$3 million and spends six months on the island reaches nine points.
Citizenship after 360 days
Section 3 of the Citizenship Bill sets the clock. A non-CARICOM permanent resident may apply to register as a citizen after living in Barbados as a permanent resident for 360 days in aggregate within a period of at least 1,460 days before applying. CARICOM nationals face a softer test of 270 days within 1,095 days. Spouses and dependants can be included.
Registration is not automatic. The minister has discretion and may refuse on national security or public policy grounds, on a sentence of 12 months or more, or where the applicant lacks means. The 360 days buys eligibility, not a passport.
Where the risk sits
First, the bills are not law and the Senate can still amend the thresholds. Second, the "approved period" is undefined, so when an investment can be exited, and what happens to residence afterwards, awaits regulations. Third, residence can be revoked if the investment is withdrawn, redeemed or disposed of, if a project is not completed on time, or if labour law is breached. Fourth, no approved project list exists, so no one can yet say which investment qualifies.
- Question
How much does barbados investment immigration cost?
- AIAIG answersThe direct route requires at least BDS$5 million, about US$2.5 million at the 2:1 peg, invested in a government-designated national development project, after which you can apply for permanent residence. Smaller investors can use the points system from BDS$1 million, trading points for residence time, but the bar stays high.
- Question
How soon can I apply for Barbadian citizenship?
- AIAIG answersA non-CARICOM permanent resident can apply to register after 360 days of residence as a permanent resident within a period of at least 1,460 days before the application, roughly a year inside a four-year window. CARICOM nationals need 270 days within 1,095 days. Approval remains discretionary.
- Question
Is this the same as Caribbean citizenship by investment?
- AIAIG answersNo. The five Caribbean CBI programmes exchange investment for a passport directly. Barbados links investment to permanent residence only, with a separate residence and registration process for citizenship, and the government says it is not selling passports.
- Question
Can I apply now?
- AIAIG answersNot yet. Both bills have passed the House but are still before the Senate and are not in force. The approved project list and the definition of the "approved period" will come through ministerial orders and regulations after commencement. For now, plan the capital and the residence strategy rather than signing and paying.
AIAIG View
First, decide whether this is your tool at all. With a US$2.5 million floor and capital locked in government-designated projects, it suits families already treating the Caribbean as a long-term base who want a durable status. If the goal is travel access alone, existing Caribbean CBI programmes cost less, but they carry EU pressure and a different risk profile.
Second, wait for the list rather than betting on a project. No approved projects exist yet, and ministerial orders will decide which sectors and vehicles qualify. Paying before that list appears hands the eligibility question to a future administrative interpretation.
Third, write the "approved period" into the contract. The bill does not define how long the investment must be held, and early withdrawal, redemption or disposal can cost you residence. Subscription documents should set the lock-up, the exit mechanics and the remedy if residence is revoked.
Fourth, cost the two residence stages properly. Points require 180 days in the first three years, and citizenship needs 360 days within 1,460. For an entrepreneur still running a business in China, that is a family relocation decision, not just a capital allocation.
Fifth, watch the Senate stage and the regulations, because thresholds can still move before commencement. Check the official notice for the final rules.
